OBJECTIVES OF THE PROGRAMME

As a centre of technical and scientific excellence, the WHO Centre for Environment and Health in the Western Pacific Region (“the Centre”) based in Seoul, the Republic of Korea, will contribute to the development of healthier and safer environments and strengthened community resilience to climate and environmental change for health and health equity for all people of the WHO Western Pacific Region. The Centre's objectives are: (1) to strengthen the scientific information and evidence for policy-making on existing and emerging climate and environmental determinants of health, including adapting global norms and standards and monitoring trends in the Region; (2) assist Member States in developing and implementing policies to protect and promote health and well-being by addressing climate and environmental determinants of health across sectors; and (3) support Member States in developing and strengthening technical capacities and programmes, working with partners and stakeholders, including vulnerable populations, contributing to the implementation of the Sustainable Development Goals, the Western Pacific Regional Framework for Action on Health and Environment on a Changing Planet and WHO Global Strategy on Health, Environment and Climate Change.

The programme on climate, environment and health of the WHO Regional Office for the Western Pacific (WPRO) aims to (i) effectively apply the Thirteenth General Programme of Work through programme development, implementation, monitoring and evaluation of WHO's programme of cooperation with Member States in the Region; (ii) efficiently implement the WHO collaborative programmes by promoting technical cooperation, stimulate interest and coordinate support towards health development, based on global and regional strategies and WHO guidelines; and (iii) provide advice on programme and managerial matters encountered in project execution and administrative support.

DESCRIPTION OF DUTIES

Under the supervision of the Head of Centre:

(1) Plan, implement and monitor the technical activities of the Climate Change and Health unit, in close collaboration with the Regional Office;

(2) Support the development, implementation and evaluation of the Centre's programme and projects on climate change and its health impact; provide advice and information on programme priorities, the status of implementation, and the associated resource needs; and mobilize resources for the Centre's programme;

(3) Collaborate with Member States, nongovernmental organizations, international partner agencies, WHO country offices, WHO collaborating centres and other organizations in developing plans and activities on programmes by assessing regional situations and needs, defining priorities for WHO support, developing plans and projects, mobilizing resources for funding, and implementing and evaluating the plans and projects, in close collaboration with the Regional Office;

(4) Support and assist supervisors to implement, facilitate, coordinate, manage, monitor and evaluate Centre's activities related to climate change and health;

(5) Provide the necessary advice to Member States and the Asia-Pacific Regional Forum on Health and Environment, as requested by the Head of Centre and in close collaboration with the Regional Office;

(6) Assist supervisors in the submission of proposals, reports and other relevant implementation documents to the host country and other donors;

(7) Assist supervisors in communicating with donors and relevant partners, including the Green Climate Fund, Global Environment Facility and development banks;

(8) Support regional and national activities in climate change and health by:

-Organizing and implementing regional and national training courses, workshops and consultations;

-Developing research proposals and evaluating their outcomes;

-Developing and disseminating promotional materials; and

-Providing technical advice to staff and consultants of WPRO and country offices.

(9) Undertake related duties as required, including but not limited to:

-Representing WHO and/or WPRO at technical meetings related to the the above responsibility;

-Participating in and support interdivisional and interprogramme coordination and collaboration activities in WHO and the Centre; and

-Acting for other WHO staff members when necessary to facilitate continuity of work.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree (master's level or higher) in environmental science or engineering, public health, or related fields from a recognized university.

Desirable: Doctoral degree in public health specialized in environmental health and/or epidemiology or related science field.

Experience

Essential: At least seven years' experience in programme management, research, policy development and/or resource mobilization, of which at least five years' relevant experience at international level on climate change, environmental health and related fields.

Desirable: Experience in the field of climate change adaptation. Experience of working within WHO or other UN agencies.

Skills

- High-level of scientific and technical knowledge of principles, practices and policies in environmental health and specific knowledge of principles, practices and techniques in climate change and health; ability to plan, develop, implement and promote environmental health-related activities and projects;

- Ability to analyse and synthesize scientific information and evidence, including those from data monitoring and research to inform decision- and policy-making; experience and ability to provide, articulate and advocate policy options based on evidence;

- Experience in project management (planning, implementation, monitoring and evaluation) and writing of progress reports particularly under tight schedule and meeting of deadlines;

- High level of knowledge on the health impact of climate change;

- Knowledge and skills in the area of climate, environment and health, such as environmental burden of disease, health impact assessment, environment and health information system, air pollution, energy, climate change and other issues;

- Demonstrated ability to develop new projects and mobilize resources from the bilateral and multilateral donors in the area of health, environment and climate change as relevant to the programme;

- Excellent skills in written and oral communication;

- Knowledge of the WHO and United Nations (UN) system would be an asset, as would experience of working with other multi- and bilateral development agencies active in the environment and health sectors; and

- Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of professional and personal conduct.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 72,637 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3777 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
